Oliver is one of the programming team and enjoys a good meal and one can recognise him in the Welcome Inn in Tarna, as he puts plenty on his plate: it's amazing what some folks will do to get a good meal.
When the Hero attempts to talk to him, he responds in some exotic language, or rather his mouth is full.

Oliver perhaps refers to Lead Programmer Oliver Brelsford. One can guess that he was notorious for loving eating a lot of food and/or talking with his mouth full during the production of Quest for Glory 3, explaining these comments in the game.
